The moment the City of Phoenix’s new park ordinance took effect on June 7, 2026, trooper care network began working on something big. We knew our mission was still essential. We knew people still needed basic first aid and supplies. And we knew we were not going anywhere.
Today, we are excited to share how trooper care network is evolving. Our mission is expanding, our impact is growing, and our commitment to meeting people where they are is stronger than ever.
This is a new chapter, and we cannot wait to bring our community along with us.
1. First Aid Is Still at the Heart of Everything We Do
Before anything else, we want our community to know that basic first aid and supplies remain the foundation of trooper care network. This work is where we started, and it is still the core of our identity.
We will continue providing bandages, gauze, ointment, antiseptic wipes, blister care, and other essential items that help prevent minor wounds from becoming major problems. We will continue offering care that protects dignity and supports health. And we will continue doing it safely, responsibly, and in full compliance with city policy.
First aid is not going away. It is growing.
2. We Are Expanding Into the Full Six Kit Model
This is the part we are most excited to share. trooper care network is officially expanding into our full six kit model. This expansion allows us to meet a wider range of needs and support unhoused individuals with more comprehensive care.
Our six kit model includes:
Basic first aid and supplies
Cooling and heat relief
Hygiene and comfort
Seasonal support
Emergency readiness
Pet care
Each kit is designed to meet a specific need that we see every week in the community. Together, they create a complete, flexible, and compassionate support system that adapts to real life.
This expansion means more care, more connection, and more impact.
3. How We Are Adjusting Our Outreach Model
The new ordinance changed where and how we can provide certain services, but it did not slow us down. Instead, it pushed us to innovate.
Here is how trooper care network is evolving:
Shifting First Aid to Permitted or Alternative Locations
We are identifying new spaces where first aid distribution can happen compliantly. This includes permitted park events, designated outreach areas, and community locations where basic first aid and supplies can be offered safely and legally.
Increasing Mobile Outreach Outside Park Boundaries
Many unhoused individuals gather near parks even when certain services cannot be provided inside them. We are expanding mobile outreach to meet people just outside park boundaries, where distribution of basic first aid and supplies is allowed.
Expanding Non Medical Support Items in Parks
While basic first aid and supplies require additional compliance, many items do not. We are increasing distribution of hygiene essentials, comfort items, heat relief tools, and pet care items inside parks.
Creating New Systems for Safe and Compliant Care Delivery
We are developing updated procedures for packaging, transporting, and disposing of first aid materials. These systems allow us to maintain the same level of care and cleanliness we have always upheld.
This is not a step back. It is a step forward.
